URGENT ACTION, REGARDING:

THE POSSIBLE TRANSFER OF COMRADES PEDRO CASTILLO ARAGÓN AND VÍCTOR HUGO MARTINEZ TOLEDO, POLITICAL PRISONERS AND PRISONERS OF CONSCIENCE, FROM SANTA MARÍA IXCOTEL, OAXACA, JAIL. IT IS FEARED THEY WILL BE TRANSFERRED TO A MAXIMUM SECURITY PRISON.

We request your URGENT intervention regarding the transfer of PEDRO CASTILLO ARAGÓN and VÍCTOR HUGO MARTINEZ TOLEDO, (as well as 9 other prisoners whose names we don't know) from the SANTA MARÍA IXCOTEL CENTRAL PENITENCIARY to a place as yet unknown, today, November 27, 2008.
 
BACKGROUND:
 
PEDRO CASTILLO ARAGÓN is a member of the Citizens' Defense Committee (CODECI), a member organization of the APPO, an adherent to The Other Campaign, and forms part of the Political Prisoners Committee of Santa María Ixcotel, Oaxaca.  He is a law student at the Benito Juárez Autonomous University of Oaxaca (UABJO). He is originally from San Pedro Ozolotepec, Miahuatlán, Oaxaca, he is 31, and has been a prisoner since 2002 for his support and activism as adviser to the indigenous movement in Oaxaca.
 
VÍCTOR HUGO MARTINEZ TOLEDO: Member of the Popular Assembly of the People of Oaxaca (APPO), detained since November 3, 2006. An active participant in the popular movement in Oaxaca.
 
FACTS:
 
In a surprise police operation, coordinated by state and federal authorities, as well as their respective police forces, it seems, under the orders of Alan Loren Peña Arqueta, director of the State Investigation Agency of Oaxaca (AEIO), a search operation was carried out very early this morning in the above-mentioned penitentiary, where our fellow social fighters are unjustly imprisoned.
 
Government media stated that a Federal Preventive Police (PFP) plane numbered XC-OPF, was carrying these 11 people. Up to now, their families and friends don't know where they were taken, the true reasons for their transfer, or their physical and emotional state.
 
Those responsible for the operation have not made public any official version that clarifies the reasons for the transfer of our comrades, the names of the other nine, or the reasons for the search operation in the penitentiary.
 
In these moments when there is no information to clarify the status of our comrades, it is feared that they've been transferred to a maximum security prison.

WE CALL:
 
For you to be aware of the current situation of our political prisoners. It is clear to us that this is a purely political act to continue repressing and physically and morally wearing down Oaxaca's popular movement which demands justice and freedom for our political prisoners.
 
We are sure that the purpose of this operation is only to keep down the movement in Oaxaca in the face of continuing efforts to construction another Oaxaca.
 
We respectfully ask that those who receive this message demand the appearance of our prisoners and stand against their transfer to maximum security prisons, as well as to spread the word as to the real political reasons for these events.
 
We hold responsible the bad government of Ulises Ruíz Ortíz, the federal government of Felipe Calderón, and the heads of the police forces, for the well-being of our comrades. There is no action that can stop the fight for freedom and justice that the Oaxacan people have begun.
 
We demand an end to the criminalization of
social fighters who are now in prison!
 
End the generalized repression against
the Oaxacan people's movement!
 
End state terrorism!

ACCIÓN URGENTE, ANTE:

POSIBLE TRASLADO DE LOS COMPAÑEROS PRESOS POLÍTICOS Y DE CONCIENCIA PEDRO CASTILLO ARAGÓN Y VÍCTOR HUGO MARTINEZ TOLEDO DEL PENAL DE SANTA MARÍA IXCOTEL, OAXACA. SE TEME QUE SEAN TRASLADADOS A ALGUNA CÁRCEL DE MÁXIMA SEGURIDAD.

Solicitamos su intervención U R G E N T E ante el traslado de PEDRO CASTILLO ARAGÓN y de VÍCTOR HUGO MARTINEZ TOLEDO, (así como a otros 9 presos de los cuales desconocemos sus nombres) de la PENITENCIARÍA CENTRAL DE SANTA MARÍA IXCOTEL, OAXACA a un lugar hasta el momento desconocido el día de hoy 27 de Noviembre de 2008.

REFERENTES:

PEDRO CASTILLO ARAGÓN es integrante del Comité de Defensa Ciudadana (CODECI) organización integrante de la APPO y adherente a la otra campaña y forma parte del Comité de Presos Políticos de Santa María Ixcotel, Oaxaca. Estudiante de la carrera de leyes de la Facultad de Derecho de la Universidad Autónoma Benito Juarez de Oaxaca (UABJO)

Es Originario de San Pedro Ozolotepec, Miahuatlán, Oaxaca, tiene 31 años y esta preso desde el año 2002 debido a su apoyo y activismo como asesor en el movimiento Indígena en Oaxaca.

VÍCTOR HUGO MARTINEZ TOLEDO: Integrante de la Asamblea Popular de Los Pueblos de Oaxaca (APPO), detenido desde el 3 de noviembre de 2006. Participante activo del movimiento popular oaxaqueño.

HECHOS:

En un operativo policiaco sorpresa, coordinado por autoridades estatales y federales, así como sus respectivas policías, al parecer, bajo el mando Alan Loren Peña Arqueta, director de la Agencia Estatal de Investigaciones de Oaxaca AEIO, desde muy temprana hora de este día realizaron un operativo de cateo en las instalaciones de dicha penitenciaría, donde se encuentran injustamente presos nuestros compañeros luchadores sociales.

Medios de comunicación oficiales señalan que en un avión de la PFP con numero de serie XC-OPF, fueron trasladadas estas 11 personas. Hasta el momento los familiares y amigos desconocemos el lugar al cual fueron llevados, las razones verdaderas de su traslado, así como su estado físico y emocional.

Las autoridades responsables del operativo no han hecho pública ninguna versión oficial que aclare las razones del traslado de nuestros compañeros, los nombres de los otros 9 detenidos y tampoco ha aclarado las razones del operativo y cateo en esta penitenciaría.

En estos momentos en los cuales no existe información que aclare la situación de nuestros compañeros, se teme de algún traslado a cárceles de máxima seguridad.

LLAMADO:

A estar pendientes de la situación de nuestros compañeros presos políticos. Pues nos queda claro que esta acción responde solamente a motivos políticos para seguir reprimiendo y desgastando física y moralmente al movimiento popular de Oaxaca que exige justicia y libertad para sus presos políticos.

Estamos seguros que este operativo responde solamente a dar un golpe al movimiento de Oaxaca ante los pasos que sigue dando en la construcción de otro Oaxaca.

Respetuosamente pedimos a quienes llegue este mensaje a pronunciarse por la presentación inmediata de nuestros presos y en contra de algún traslado a cárceles de máxima seguridad, así como a difundir las verdaderas razones políticas de estos hechos.

Responsabilizamos al mal gobierno de Ulises Ruíz Ortíz, al gobierno federal de Felipe Calderón y a los mandos policiacos, de la integridad de nuestros compañeros. Ninguna acción podrá parar la lucha por la libertad y justicia que ha iniciado el pueblo Oaxaqueño.

¡Exigimos un ALTO A la criminalización de los luchadores sociales que actualmente se encuentran presos!.
¡Basta de la represión generalizada en contra del movimiento del pueblo de Oaxaca!.

¡Alto al terrorismo de estado!
