Jacqueline Faria, new head of state of the Capital District

The Head of Government, Jacqueline Faria, will manage the public institutions and public servants of the Capital District, as well as its administration, coordination and control over the organizations of government.

The Special Regime of the Capital District is a system of government comprised by an executive body managed by a Head of Government, who is appointed and removed from office by the President of the Republic.

This is established by the Special Law on the Organization of the Capital District, a document published by the Legislative Power in the Official Gazette 39,156, on Monday, April 13th, 2009.

Such a law establishes and develops the foundations to create and organize the Capital District, involving the organization, government, administration and resources of this territory.

The Head of Government will manage the public institutions and public servants of the Capital District, as well as its administration, coordination and control over the organizations of government.

Likewise, Ms. Faria will oversee other institutions of the decentralized administration of the Capital District.

Furthermore, the Head of Government of the Capital District has to abide by and enforced the Constitution, laws, decrees and instructions coming from the National Executive; administrate the Capital District’s Public Treasury; design a social economic Development Plan of the Nation; present the preliminary budget plan for public income and expenses for its approval in Board of Ministers; as well as require additional credits and further modifications to the Capital Districts’ Budget; create and organize the Capital Press and order the enactment of the events requiring being published at the Official Gazette of the Capital District; decree, contract and control public works in accordance with the law; contract foundations, cooperatives, social organizations or companies giving prominence to those of direct or indirect social property; in coordination with the National Executive, build foundations, social production and property State owned companies, as well as any other juristic form of association necessary for the fulfillment of the attributions being conferred to thge Capital District.

Other competences of the Capital District is to boost, coordinate and execute social programs to promote cultural, environmental, educational, assistance and health development in for the growth and enhancement of the Capital District inhabitants’ life quality.

The Head of Government will render account of his/her administration before the National Assembly and the People’s Power within the first 60 days of every year.

The limits of the Capital district comprise those of the former Federal District for the effective date of the Constitution of the Republic, including the today Bolivarian Municipality of Libertador.

The Seat of the Capital Government will be placed in the Government Palace of the former Federal District Governorship, on the north of Bolívar Square of Caracas.
