Organization of American States (OAS) Secretary General Luis Almagro is calling for new elections in Venezuela to remove democratically-elected President Nicolas Maduro.

“There must be a general election already,” Almagro said on Friday at the North American Business Institute in Washington, HispanTV reports.

“You need an election to move from an authoritarian regime to a democratic one.”

At the conference, Almagro blamed the right-wing Venezuelan opposition for not winning a recall referendum in 2016, which he described as “the last constitutional opportunity” to oust Maduro. He also said the opposition should avoid challenging the Bolivarian Revolution via constitutional amendments, given that Venezuela’s Supreme Tribunal of Justice will likely reject their proposals.

Almagro made the comments two days after the Cuban government denied him entry into the Caribbean Island. The OAS chief was scheduled to accept an award from right-wing dissident group Latin American Network of Youths for Democracy.

Defying Venezuela and Cuba’s sovereignty, Almagro supports both countries right-wing opposition groups.

Almagro has attended anti-Cuba events held by the U.S. National Endowment for Democracy and the Inter-American Institute for Democracy, which frequently call for the overthrow of Cuba’s government.

“They’re trying to sell to the Cubans 'the values and principles of the inter-American system’ against the hard and undemocratic reality generated by the same system,” Cuba’s Ministry of Foreign Affairs said about Almagro and his allied organizations.

Almagro also supports Venezuela’s right-wing opposition. Since taking charge of the OAS in 2015, the Uruguayan politician has used the organization to support the anti-government campaigns of Henrique Capriles and Leopoldo Lopez.

Last year, he called for an “urgent meeting” to reevaluate Venezuela’s OAS membership, attempting to suspend the South American country from the organization. He used unsubstantiated “human rights violations” claims made by opposition leaders to call the meeting.

“Almagro has conjured up his agenda with the Venezuelan opposition and the US Government,” the Venezuelan government wrote in a statement against Almagro.

“He wants to overthrow Maduro, who heads a legitimate and constitutional government.”
