Why is Venezuela a threat?

In 2003, USAID funded 66 programs in Venezuela, today that figure has grown to 623 programs that cost more than $20 million dollars. The increase in programs was due to the United States growing interest in expelling Venezuelan President Hugo Chavez from office. As the upcoming elections take place will these 'programs' have an effect? Robert Naiman (Policy Director at Just Foreign Policy) says that the United States' policy towards Venezuela regards them as a threat because they are a major exporter of oil and that is their stance on most oil exporting nations.
