I think ignorance is a big problem.

A country attacks over fifty countries in the last fifty years - leaves a trail of devastation across all continents, supplies arms to dictators who need them to commit mass-killings all over South America(contras, Bolivia, Pinochet in Argentina) to Iraq(supplied Saddam Hussein with nerve gas, when he needed that to kill millions), attacked and destroyed entire cities full of civilians in Hiroshima and Nagasaki which goes against every rule of war.
And then that superpower manages to use the ignorance of their masses, to have them believe that it's always the other side's fault. It's the Iraqi's fault that the US started this war that killed millions of Iraqi men, women, and children, all because the US was *mistaken* that Iraq had WMDs. The US has WMDs, and is the only country to have ever used them - logically it's entirely understandable then, that the people of Iraq, and all the other similar places the US attacked previously, really hate the US.

Ignorance lets your country create bogeymen for you to hate and fear. Until recently, the "godless communists" were the group that the ignorant masses were to hate. Before that, the "Jerries"(Germans), "Gooks"(Vietnamese), and then the "Huns were at the gate" in WW1. And it was the American Indians before that. The govt needs these bogeymen to keep the public frightened and have it blame all the govt's failures on these entities. And ignorant people eat it up everytime.
