Some say that the government must "manage" the information in order to prevent panic among the population. Others say that anything short of full disclosure only creates uncertainty and distrust among the public, thereby exacerbating anxiety and panic. Japanese authorities have a history of withholding information and even lying about nuclear energy accidents in the past.
