The initiative will open the door to social security for stay-at-home mothers.

The Ecuadorian government has announced a new work law which it will send to the National Assembly to be discussed.

Details of the new law proposal were revealed late on Friday by Labor Relations Minister Carlos Marx Carrasco.

The new legislation seeks to universalize social security, allowing stay-at-home mothers to access these systems.

The new law would install a National Labor Counsel and sectoral commissions which will be in charge of debating and defining the minimum and maximum wages regarding higher management.

“Just as the Monetary Counsel has the obligation to impose limits, roofs, to bank managers' salaries, now we will ask the Superintendency of Companies to put these limits on the companies within its jurisdiction”, said Carrasco, clarifying that other sectoral superintendents will also do the same.

The goal of this measure is to reduce discrepancy between salaries. In this regard, the law states that the establishment of salaries will have to consider the rate of inflation, the productivity of the company, and must tend towards equality.

Regarding workers' strikes, the new law will allow them to be undertaken within the company, but the striking period will not be paid.

The new law introduces more rights to workers who are unfairly dismissed, paying close attention to vulnerable workers such as union leaders, women, the disabled, Afro-Ecuadorians and the LGBT community. In such cases, the law allows for the possibility of being reinstated to their job if they were victims of discrimination.

In the case of pregnant women, the new law will extend maternity leave to a year, from the current nine months, with the possibility of the father to be allowed two remunerated hours per day for child care.
