Attorney General Tarek William Saab reports on arrest of alleged US spy who gathered information for acts of sabotage

Tarek William Saab: The Public Ministry remains attentive to all the actions of the Venezuelan State in defense of all the plans of foreign actors, regardless of whether the world is suffering from the pandemic and the consequences of Covid-19.

Again, a serious event for Venezuelan stability and democracy occurred just a few days ago, but thanks to the Public Ministry, the auxiliary bodies and the institutions, it could be neutralized.

Today we will provide details of the arrest of a US citizen, allegedly a military man, who was carrying out espionage and destabilization activities in Venezuelan territory. This was carried out with the support of stateless military and civilians, financed with what appears to be a new aggressive action against Venezuela with US participation.

Last Friday, September 11, the Public Ministry was informed about the planning of espionage and sabotage activities by US intelligence agents and Venezuelan collaborators. These activities range from the military and state industries, which include the National Electric Service, as well as the oil industry.

They wanted to cause harm in line with the US sanctions, attacking the majority of the Venezuelan population. They seek to harm everyone equally. For this reason, through the 54th National Prosecutor's Office, an arrest warrant against Marcos Antonio Garcés Carapaica was requested before the 1st Control Court with Competence in Cases Related to Crimes Associated with Terrorism.

In addition to the arrest warrant, Darwin Andreizo, Urdaneta Pardo and Reinaldo Enrique Finol have been detained for the alleged commission of treason and complicity. These Venezuelan citizens had planned the entry of US agents into our territory using the border axis of the Colombian Guajira, to later obtain strategic information on the Amuay oil refinery.

They intended to carry out sabotage including actions against military units in Zulia and Falcón and they planned illicit drug trafficking from Colombia to Aruba. To do this within Venezuelan territory they were shoring up the campaign of aggression imposed by the US Government against the Bolivarian Republic of Venezuela.

That same day, officials attached to the General Directorate of Military Counterintelligence working on the Falcón-Zulia National Highway arrested Marcos Garcés and Darwin Urdaneta.

Urdaneta belongs to the Bolivarian National Armed Forces and was in uniform at the time with Daeven Enrique Rodríguez Argueta (driver) and the American citizen Matthew John Heath, traveling in a Chery vehicle, Arauca model. Once the vehicle was inspected, an 84 mm caliber AT4 grenade launcher was found; a 9mm caliber UZI sub machine gun; four rectangular pieces of suspected explosive material (C4) and money in foreign currency.

We classify these weapons as lethal, in order to promote murders and crimes against the people of Venezuela.

A satellite phone, three cell phones, were also found; a coverall type clothing with a logo alluding to a foreign State among other personal items.

These actions have double meaning because they are done in the middle of a pandemic and against the efforts of the Venezuelan State to protect people from Covid-19 infections.

The US citizen did not have a passport with him for formal entry to the country (he only had a photocopy of it hidden inside his shoe). The same citizen carried a satellite phone, which he refuses to unlock.

Photographs of oil and military facilities in Zulia and Falcón were found on the US agent. In the inspection carried out on the vehicle, a coin was found inside one of the bags that links it directly to the US Central Intelligence Agency.

It is presumed that this person works or worked for the CIA.

It was established that Matthew John Heath belonged to the mercenary contractor MVM, working with a mission in Iraq from 2006 to 2016, three months per year. There, he served as a communications operator at the CIA's Secret Base. We know that the MVM company is used by the US government to outsource its destabilization plans in other countries.

Through the processing of information derived from the apprehension of these 4 Venezuelan citizens, it was possible to identify others involved in the operation.

Thus, officials from the Special Actions Forces in Zulia State identified and captured Ivonne Coromoto Barrios Finol, owner of the vehicle, Leobaldo Antonio Gutiérrez, Andry Ramón Finol and Asterio José González García. All were part of the logistics team, for the irregular entry and transfer of the North American agent in Venezuelan territory.

Can we say that these people are Venezuelans because they carry a birth certificate? They sold themselves to try to harm their own families by to attacking the oil and electricity industry.

At the time of the arrest, the citizens stated that a person named Juan, a Colombian resident made a call to Asterio González from an international number. In it, he indicated that an American wanted to move from the border area of Paraguachón, Zulia to the city of Punto Fijo in Falcón, having as final destination the island of Aruba but that said person did not have legal documentation.

Ivonne Barrios, wife of Daeven Rodríguez indicated that Leobaldo Gutiérrez, Andry Finol, and Asterio González had hired her husband to transport a North American citizen to Coro (the capital city of the state of Falcon). She indicated that her husband was accompanied by a 3rd Sergeant Major named Darwin Urdaneta, in order to circumvent the checkpoints implemented by citizen security agencies.

All Venezuelan citizens will be charged with crimes of treason, terrorism, illicit arms trafficking and association, while the US citizen is charged with the crimes of terrorism, illicit arms trafficking and association.

Jurisdiction for this case was referred to the 1st Court of Control with Competence in Cases Related to Crimes Associated with Terrorism, based in Caracas.

All these events are described in the document signed by the head of the US Southern Command, Admiral Kurt Tidd, called "Plan to overthrow the Venezuelan dictatorship -" Master coup," dated February 2018.

"(...) to appeal to domestic allies as well as other people inserted in the national scene with the aim of generating protests, riots and insecurity, pillage, looting, robbery, assaults and hijacking of ships and other means of transport..."

"With the intention of depleting the country, across all borders and other possible ways, endangering the national security of its neighbors."

The document considers it important to "cause victims" and to hold the Venezuelan government responsible "magnifying, in front of the world, the humanitarian crisis to which the country is subjected."

"(...) linking the government with drug trafficking to discredit its image before the world and its domestic followers."

"(...) to structure a plan to achieve the desertion of the most qualified professionals in the country, to leave them without professionals at all, which will further aggravate the internal situation and in this sense blame the government."

"(...) to continue to toughen the condition within the Armed Forces to carry out a coup."

"(...) to continue the fire on the border with Colombia, multiply the trafficking of fuel and other goods, the movement of paramilitaries, armed incursions and drug trafficking, causing armed incidents with border security forces."

"(...) to intensify the discontent against the Maduro regime (...) point out the incompetence of the integration mechanisms created by Cuba and Venezuela, especially the ALBA (Bolivarian Alliance of the Peoples of Our America) and Petrocaribe."

And to show President Maduro "as solely responsible for the crisis in which he has plunged the nation."

With our knowledge of that document, the country has experienced a succession of attacks on the institutions, armed aggression and coup attempts, as the document proposes.

Along with other attempts that were aborted before they were made that have aimed to assassinate or overthrow the authorities of the country.
