in rwanda or anywhere

genocide is never genocide
until the ruling and
legal definition
is made by an amorphous and
rather vague panel
of experts who decide
on such things
but in the interim
and the waiting
on technical decisions
the killing and brutal horror
continues unabated
and those who are on
the receiving end of death
must wonder aloud
what is the world waiting for
we die and who cares?
